connecting Dell Latitude PC to Samsung LCD TV Closed

Hello,

I'm connecting my Dell Latitude E6400 PC to my Samsung LCD TV via a VGA cable.  Both are set to 1024x768 pixels and 60hz.  However, the image on the TV (being transmitted from the PC) is flashing rapidly.  Ideas?
