"C" key not working properly

Hello,
When I start up my laptop it begins beeping repeatedly like a bomb. Then it asks me to pick my operating system(vista being the only one)Then when I get to my password login screen its filled up with dots (presumably the "see" key. Now when I type in any application on my computer including internet I cannot use the "see" key without using the on-screen keyboard.
PLEASE HELP

If you have a key stuck in the Down position you get these results. You can either attach an external keyboard and/or buy a replacement keyboard for the laptop. If you attempt to do the replacement yourself, FIRST find a copy of the repair manual online. You will need to know the exact procedure to avoid disaster.

well its not stuk i kan push it up and komes bak upand what not
its like it doesnt respond
but then I ant exaplin the whole starting up the kompute rthing...
