No Icons Or start menu

Hello, When i start up my computer, there are no icons or no start menu, nothing, just my wallpaper.
Sooo i tried the ( ctrl alt delete ) thing, but no luck. Something like this popped up:
taskmgr.exe-Application Error
The exceptiom Privileged instruction
(0xc0000096) occurred in the application at location 0x010281ec Click ok to terminate the program, blah blah blah...
What do i need to do? Please help.
