PC won't boot - how do I get to files

Hello,
I have a PC running on XP that stopped in the middle of a defrag. Now it won't reboot even from CD. I have another PC and ext. HD. Is there some way get files off of it and then do a clean install?

Just take the said hard drive and place it in your other computer to boot up. If it's a Windows 2000+ machine, it should be able to read the files on the drive.
