If Statement in Excel that locks a cell

Hello,

I'm trying to create an IF statement in Excel 2003

If a cell is equal to a certain text string, then lock the cell and display a text string or a message box telling the user to enter a value in another cell, otherwise, the user should be able to enter text into the cell without erasing the formula.

Is this possible without writing vba code into the spreadsheet?

no this is not so possible but you can use the validation option for it have you try it?
