Laptop SATELITE PSAG4E pls help!

I have SATELITE PSAG4E model laptop.

If I will use battery alone the everything works fine. If I will use AC adapter I can't run normal mode, and if I can run normal mode the system restarts, so I have no choice but to use SAFE MODE everytime I used AC adapter. If I will use both AC adapter with battery on, still I can't use NORMAL MODE.

I already had my AC adapter checked up by an electrician and he told me that the power cord is fine and the electric that the adapter supply is also consistent to the laptop requirement.

Please advise.
