Windows Is infected?? No problems are opening

Hello,
i was minding my own business
when a windows secuirty alert came up

and it keeps saying this and that file is infected
and it asks do you want to activate your antivirus now

i click it scans and tells me to purchase?

i try to open any program and none open what should i do?
I am panicing a lot, because im pretty worried/
