Dell 1525 Laptop not starting correctly

Hello,
I am trying to open a friends 1525 laptop. It was apparently shut down wrong previously. I have tried safe mode and regular mode, but can only get as far as the Welcome screen. It has Windows Vista Home Basic. I have tried with and without the battery. HELP!

If you have a Vista install disk you can do a repair. See how at this site:
