No Icons or toolbar Closed

Hello,
My laptop boots to just the background no icons or toolbars I hit ctrl, alt, delete but it says it is disabled by administrator, also will not boot in safe mode any help would be greatly appreciated.

The problem is I cannot get to the toolbars either so I cannot get to start button.
