what is the concept? what is the basis. The basis is what is planned. Planned is 100 and actually spent 125. That means you spent 25 more than you planned that means 25 percent MORE. That is difference between planned and actual is positive. so you use =(125/100)-1.

how would I right that in an if statement if have regular percentages and then cases like this?
