Did you use the Function key to activate the VGA port on the laptop and did you change the input on the TV?
You activate the external vga port using something like Fn + F3 ( I don't know the exact function key for HP)

Try setting your laptop display to 60 Hz and 800x600 resolution - your TV may not be able to sync when using a higher resolution
