File missing<windows root>\system32\hal.dll.

Hello,
I just used my recovery disc now I am getting a<Windows root]>\system32\hal.dll file missing. I cannot get past this window. I am using someonelses computer. I NEED TO COPY TO CD THEN INSTALL IN MINE. can any one help. all the downloads I have found want to install in friends computer.
