Only wallpaper appeasr when starting up

Hello,
I need help bad. Please help!! I can't start my computer all of a sudden. Only the wallpaper shows on the screen without icons or start menu. I have tried the suggestions on this site about ctrl, alt, delete; ctrl, shift, esc.; F8 & unplugging all cords & reconnecting, etc. Everything I have tried the wallpaper never leaves the screen and nothing comes up for me to click on.
I can't restore since nothing is there to click on. I am running Windows 7 64-bit OS on a new computer which I just got for Christmas. Any hope for this problem?

This looks like a virus problem. The quickest solution is a restore to factory condition. Do you have the factory restore CD or restore partition on the hard disk?

Yes, I have the restore CD, but how can I start from a wallpaper screen? Thanks,

I tried to run Recovery CDs but nothing happened. Any suggestions?
