Explorer.exe problems?

I am using an older compuetr & using windows ME. I use images to sell online, ebay,amzon, and when I try to upload an image I get a popup that says microsoft visual C++ runtime library--C:\WINDOWS\EXPLORER.EXE , when I hit the OK buton to acknowledge that it closes that window. and removes the bottom bar which I think is the task bar or manager? Any help would be greatly appreciated.

Whille joing this site I uploaded an image just to see if it would work, I didn't think it would, but it worked fine. I went straight to ebay and tried again and it failed no matter what image I try. It seems it's only eaby.
