actually this is just a simple error, the error that you're getting is caused by a startup item in your system, it seems that windows should run this dll at the startup of the system and it's just that the file is missing, all you need to do is remove this dll file from the startup list in msconfig. if this file is not stopping windows from working then this file is not really that important. Otherwise if this dll file stops windows from starting a 100% resolution is to reinstall windows.

well this seems to be a serious problem you have surely changed some registry settings and i would advice you to try to repair your windows using recovery console in windows cd but if you continue having this issue then try to seek the help of an IT technician
