I can't restore my computer or reboot it!SOS!

Hello,
ok it's been like 2 wks now and I still can't reboot my computer or do a system recover. It's like it's been deleted. My computer can't find either. What do i do? Isn't there a way I can't download what I need onto another cd or dvd? Not 2 mention my internet explore isn't working either, right now i'm using Safari. But alot of site I go 2 isn't compatible with it. I brought and downloaded Norton pc, but it's not working either! What do I do???????
