Help recovering before repairing windows?

Hello,
I have a corrupt windows 32 mesage on my windows xp home computer (Dell) and need to repair it with the recovery cd. I know there is a way to save my important files/pics BEFORE recovery, even with a non functioning system using my external hard drive (since I stupidly didn't back it up first). Can someone help me avoid the $200 fee so I can do this myself please? :) Most grateful!

You will need a bootable CD if Windows will not start. One such CD can be found here:
