HP DV7 WILL NOT BOOT

Hello, I have a HP DV7-1273CL laptop I received from a friend. The problem is there is no hardware being recognized in the BIOS, no HD, no Bluray drive and no USB drive when I insert one. The laptop will show the HP splash screen and then goes to a black screen with a message No Bootable devices insert disc and press any key. I have a brand new HD inside which means I can't do a recovery. How can I install a OS, or install any drivers if I can't access any of the hardware on the laptop? I've changed the boot order to have it boot off of the DVD drive first but no luck, also tried using a USB drive with the same results, nothing. Am i up a creek with this laptop, or is there any saving it? Any help with this matter would be greatly appreciated.
