Excel function as a quoted cell number

Hi,
I want to have a formula for the number of the row I am quoting, i.e. B[=4+4*A7], but it does not work

Formulas should always be entered with an = first or the function. Like-
=2+3+4, or SUM(2,3), etc.

Namely, this is how I used it with = in front, but it gives Error 508! Maybe I am not allowed to quote in the cell number formula another cell, am I?
