Dell inspiron 1501 stuck in boot loop

Hi tried F8 key and stop rebooting at error, but it keeps rebooting at black screen. I do see an error regarding PXE E61 media connect error. pls advise.

Can you boot in safe mode?and have windows installation cd/dvd?Please give more information.
