I have a HP Pavilio with a new hard drive. Am i able to use a E Machine install disc on it to get the operating system on it?

no you can not the drivers are different

Thanks Chad. I can not find my windows 98 Pro anywhere. Guess I will have to contact Microsoft and order another replacement disc.
