how do i restore laptop? Closed

i have a toshiba a200-a1l i cant get into the home page so cant get in2 programs when turning the computer on i get a black screen i have tried holdin O untill it bleeps but this doesnt work and the computer doesnt do anythin when i press F10 i cant get in2 F2 and thats about it PLEASE HELP  

Configuration: Windows Vista / Internet Explorer 7.0
