Compaq presario v3000 laptop won't turn on

i have a compaq presario v3000 .. the power button when pressed does not turn the laptop at all...the blue light when power cord attach to the power supply is lit.. so the battery..charging. but there seems no power at all when I pressed the power button.. is it a motherboard problem? or the nvidia chip problem? and what is the solution

you have a motherboard problem probably

its a bio problem bios is not updated
