If your MSN Account has been hacked, go to MSN email support:

You have to give all informations about your problem and about your identity:
* Your e-mail (the "Windows Live ID").

* The answer to your secret question (if you don't remember it, notify it).
* Emergency address email registered for this account (if no emergency address, notify it).
* Your Internet service provider (at work or at home).

? Examples of old email titles contained in your inbox folders or messages.

From my many years of experience combined to the information contained in this forum, I am afraid that you have done all you can.
You also said that you have a similar problem with Facebook.
You could be experiencing a problem with your temp files.
Try this:
Download CCleaner and run both a disk clean-up and a registry scan. That just might do it, let me know, for if it works for you, many people presently in tears may profit from this solution.

They must have lots to go through and havent reached my query yet.
I just really needed access to my emails tonight to complete a deadline :(
I can't access fb from computers or phones I have tried many different ones and had no luck, perhaps that has been hacked after too.
Thanks for your advice anyway.
