How can i repair IE on win7

i have got a problem with win7 IE8.When i start my pc a window saying that "internet open with " then i clicked IE8 But it doesnt work.then i reset IE8 settings and it worked.when i restart my pc same problem are again.i tried to make IE8 my default browser but "make default " button is not working.

now how can i repair it ?
