Computer will boot but blackscreens

Hey,
I recently reinstalled windows 7 ultimate x64 and backed up my data beforehand, and after that i had a bunch of problems.
1. my monitor could not read my system, so i cleared my CMOS.
that was quickly solved, however a second problem came out.
2. Once i turned on my computer it asked for me to go to safe mode, safe mode with command prompt and safe mode with networking after a power cut. I have tried all three and past the "windows is starting up" screen, it always black screens and only the mouse is functional, not the keyboard. My mouse could not right nor left click, it is only able to move around.
Does anybody have a solution to that problem?
Edit:I can boot up to BIOS just fine, however not windows.

Hi there,
Boot from the windows installation dvd and make a system repair else as its still with fresh windows reformat completely the hard drive and reinstall windows .
