My cpu fan not working

Hello,
as soon as i turn on power up button cpu fan imediately spins just lik tat for a moment (not a single rotation) and turns off imediately and same with power led too. and ma sys is nt turnin on. i also checkd wid ram and smps and cmos bt no change can any one help this thing wid me.

I assume the computer doesn't work. You need to take it to a repair shop and have them diagnose the problem. I suspect a hardware problem with the mo0therboard and/or power supply.
