Virus Protection program won't let XP run

Hello,

I have been trying to fix a friend's computer. When she tries to log on as any user on her computer a program starts called Virus Protection and it will not allow access to the start key and since she does not have the internet set up yet...the program will not stop. There is no website mentioned and I am at a loss. Please help :)
