dell inspirion 6400 not turning on Closed

Question

Hello, my laptop will not start up. When pressing the power button the 3 box lights at top of keyboard come on. The left stays on the 9 and the other 2 flash another 7 times and then the laptop switches off again. No fans or sounds come on and it seems to me there may be a lock i need to unlock..?
