Hi there, try to place the master drive on the end of the ribbon cable and the slave on the middle connector of the ribbon cable. the DVD-Rom should be on its own ribbon cable on the secondary IDE connector from the motherboard and try to set it as master on the end of the ribbon cable.
After many years of tech i have seen many strange things work that shouldn't and things not working that should, but those configurations i mentioned seemed to always help using the hardware you mentioned.
If it still does not recognize any of the drives i would try a different set of ribbon cables first and if that doesn't work then test the drives independently in a second computer.
