Sony Vaio, no windows explorer

Hello,
Sony Vaio running Vista Home Premium SP1, windows explorer not working.
Tried restore disk but issue remains.
How do we fix windows explorer without losing all data? was bought OEM so no disks.

Do you have recover partition on your machine?please confirm.

yes, i beleive recovery partition x: can see it from DOS command

The problem started after we installed software for a USB modem. The system froze on Windows explorer and we had to power off using the on button. Since then it will not boot properly. We have obtained boot disk and when booting to it ,we have run the startup repair programme but it just tells us that," if we have recently installed camera or some other device, to eject it and try to boot again". This does not work. We can get it to boot to desktop but we have no windows explorer. Also, if we boot to safe mode, we can see a blank screen with the safe mode words, but no explorer, so again just a blank screen.
I managed to get to an earlier restore point, before the modem software was installed, but again, that didn't work.
Using the boot disk, I am able to get a command prompt if that is useful......
My daughter is going back to uni soon and I appreciate any assistance that you can give us.
