Internet speed reduced

Hello,
My name is Rajesh. I ahev recently setup my internet with a d-link adsl modem with a wired connection to my desktop and with wireless to laptop. I come fromoffice at around 4 in the morning. I leave the modem on after i come back and sleep. When i get up and see it says there is an IP conflict message displaying at the bottom of the screen and the download speed or the internet speed is reduced a lot at atimes. i am thinking someone had hacked my password and using my internet connection. So could you please help me how to overcome this.. I do not want any one to use my Internet connection for which I am paying..

Make sure your desktop and your laptop are not using the same static IP addresses. In this case, you will need to reconfigure your modem and PC/laptop for DHCP addressing. Refer to your modem's manual on "How to restrict access using MAC-addresses". There must be something like: "open your browser, type 192.168.0.1, go to "Security/Access restriction tab", choose "Allow access to the modem ONLY to the following computers", press "Add MAC address" button, use "mac addresses scanning tool" to see the addresses of your PC/laptop" and add them to the access list, blahblahblah, "apply settings"...

surely when your operator changed your ip...there was a conflict between your lap and desktop and a router should be the solution!
