Powering off without button option or startup

Hello, I was wondering if there is another way to power down the laptop. I have the power button set to sleep when pressed not power off and for some reason my laptop will not open anything but my desktop pic appears, that is it. Nothing else. I have a cursor but no start up box to be able to shut down thru that option.
I am using windows 7 on that comp

Please press the Windows key to see whether you get to open the Start Menu.
