Format pen drive

hi ,
i have problem in formatting my pen drive .
when formatting by right click method it is not working.
file system is changed to raw.
any tools i tried are not able to format it. my pen drive is of 4gb generic usb flash drive.
please help! suggest any powerful method!

Go to left corner to click on "start"->"run"
Enter "cmd" or "command" and click "ok"
A black window will pop up.
Enter the following command to format your flash drive:
format /q /fs:fat32 letter:
* letter is your flash drive location
If you have flash drive more than 32GB, you have to use NTFS.
format /q /fs:ntfs letter:
