dell vosttrlights on but the screen its blankClosed

Hello,  
     I have a dell vosttro 1510 and I try to turn it on but the screen stays blank. It has lights on the panel inside some small locks with a #9 an A an arrow pointing down. Its charging the battery but no screen its black completely. Help me please>>>> 



Configuration: Windows 7 / Internet Explorer 8.0
