Dear Dorine,
Simply consider getting the taskbar customized by right clicking on the taskbar and getting to the toolbars. Otherwise, you can carry a system restore.

Hello,
Try this 1.
Right-click on the "Taskbar" --> Properties --> Click on "Start Menu" tab.
If you are using the "Start menu", then click on "Customize" --> Click on
"Advanced" tab --> In "Start menu items:" section, scroll down for the option
"Run command" and check the checkbox --> Click on OK -->OK.
If you are using the "Classic Start menu", then click on "Customize" -->
In "Advanced Start menu options:" section --> check the checkbox "Display Run"
--> Click on OK -->OK.
