Win xp does not recognize new hitachi ext. dr

Hello,
I am calling on behalf of a friend of mine who is not on the internet. He has plugged-in a Hitachi hard-drive into a USB port but nothing happens. what can he do to maKE his PC recognize a drive is plugge-in. He is running win XP I'don't know how powerful his machine is.
any advise

Hi,

have you tried his hard disk on your computer?try and give your results obtained if same or detected by that will give you alternatives to fix it.
