Check any firewall blocking on other PC, it could be Windows firewall, antivirus firewall, Zone alarm or other firewalls that blocks your PC access. Once you have found the firewall, you need to configure firewall to permit those access traffic.
Of course the file sharing or remote access feature must be enabled and configured correctly on other PC too.
