Lost desktop, start buttun and task manager

Hello, I recently did a virus scan on my machine and when it restarted I lost my desktop, start buttons and task manager is disabled all my machine shows is my wallpaper. How do I get my desktop back?? since task manager is disabled i cant run explorer and since my desktop is disappeared I cant run enable task manager. Please help

Log in safe mode and have the system repaired for it to work back correctly.
