Hello,
There may be different reasons why it is taking so much time to read CDs and DVDs. Please consider checking first whether the cds are not scratched causing the specific trouble. If it is not from the cds, then it should be coming from the lens. Every hardware component of your PC has a lifetime and so does the CD ROM drive.
Please try cleaning it up. You can try different things to get it cleaned up like using cotton swabs, laser lens cleaner discs, lens cleaner kit or even compressed air. Try one of these to see whether the problem settles down.

In my estimation, since several disks have been used, cleaning is the best solution, last but not least, technical shop repair or replacement. But I would first try Brianwitt77's second solution, it' less expensive.
