There might be different issues making it act up like this.
One of these will be that there has been additional hardware which is causing conflict to the mouse to work correctly. As you have indicated through your post however, this should not be the reason.
One of the common issue is that there is a conflict upon the mouse software or its driver. For such, you will have to get the computer booted in safe mode. From safe mode, see whether the cursor moves. If it does not work in safe mode, get through this path. Start> Settings> Control Panel> System> and open the Device Manager, then in the Mouse section, you will find all the mouse devices that has been installed. Remove all the listed ones and let it reboot back to Windows normally.
If yet, after having gone through these instructions, the mouse doesn't work in Windows, it will most probably be a problem coming from its driver. Get reinstalling your drivers.
Yet it could also be that you are using a faulty mouse,try using an alternative mouse to see whether it works correctly. You should also try connecting it to another USB port if ever it a USB mouse that you are making use of.
