Startup Problems Microsoft office XP

Hello,

I have a Dell Inspiron 9400 laptop. When I turn on my computer ( on safe, safe with networking, or just regular startup ) it will load until the Microsoft Windows XP blue screen appears. Then it doesn't go anywhere. I have control of the mouse at this point. Also I have a brand new battery. I purchased the battery thinking that this was the problem. It appears that it was only a portion of my problem. Any insite would be appreciated. Thanks
