                    Quite simple , there is another way to acces desktop settings.. do it using the Run tab.
Start/Run/Type in control desktop and press enter ..
You should now be able to access your desktop settings.....if this does not work maybe that you don.t have the necessary administrative priviledges to bring modifications on this PC.
