                    Which folder cannot you open ? 
You can try this one out to install the web folders utitlity again, this will work for 98 and 95:
Go to the Start menu and choose to open the Settings feature.
Then Go to the Control panel and choose the Add/ Remove Programs.
When you find the Install/ Uninstall tab, select Microsoft Internet Explorer 5 and Internet Tools and the Add/remove feature.
You can now choose to add a component and when done click OK.
Select the Web Folders in the component's list and when you are totally done, click Next and Finish.
