Removable memory card formatting

Hello,

My Thinkpad with Windows XP cannot read a specific removable 2gb memory card from a Mobile Eyewear Recorder.
Disk Management says the disk is 'healthy' and shows a 'blue' horizontal line.
It says disk is not formatted.
When I try to format as FAT32, it says it 'cannot complete formatting'
It then says disk cannot be formatted.
Any suggestions out there?
