You say that you use your Hotmail for business. If you used your account to send publicity and marketing messages, you were considered as a spammer and your account may have been blocked for that reason.
Hotmail is managed by Microsoft situated in the USA and there are now a law against spamming in the USA.
If you did spam, you will never be able to recover your account.
