First of all, I don't understand what you mean by: "I also do not pay for My account so I can't receive a code from My mobile phone"
Hotmail account don't get blocked all by themselves, there is always a reason behind it.
What was the message sent to you by Hotmail to inform you that your account was blocked ? We will take it from there.
