Windows issue after desinstallation of wgpro

Hello,
i got a big problem here, after i downloaded a folder protector i think its wgpro. i install it then install it because i don't like the program. so my computer ask to restart my pc after uninstalling, then i when i open it my computer is gone, same with control panel, run administrator, then disabled right click to any cases, cannot search anything and in my start button (shut down button) "log off and switch user" only appear. and one more thing is like changing my time or clicking my admin. photo, there's a prompt says "these operation has been cancel due to restriction in effect of this computer. Please contact your system administrator" help me. what can i do to make back my computer in normal. oh please i beg.

i think there's a virus. but i don't have any anti virus here.
or maybe it is lock due to wgpro.
