Asus computer fan wont turn off

Hello,
1)The computer fan won't turn off it goes constantly.
2)When I am powering up it sounds like it is but the screen is blank.I find that if I hold my finger on the power button until it turns off I can then power up again.This may take 3or more times to repeat before the screen turns on.
Are both these problems related or separate and what can I do about the to fix them?
Hope someone can help
