PC does not turn on but the processor fan run

Hi,,,here's the scenario on my friend's PC....when we turn on the computer, the CPU fan runs and the light indicator infront of the CPU shows that the computer is On but there's no display on the monitor, no beep sound heard, the power supply fan does not run, the VGA fan does not run...what seems to be the issue and how could we fix it? Thanks!

If possible test the PC using a different power supply. You could either have a Power Supply problem or a motherboard problem.

Thank you for your suggestion. We are now looking for an extra power supply. If you have any other suggestions regarding this matter, it would be much appreciated!
